[B]It is imperative that New Orleans public schools have:
a) a large # of schools with minimal admittance standards (say about a mere 60 on the LEAP exam)
b) vouchers, say about $2k per student per year, which should save the state and the remnant New Orleans system mega-bucks, what with the previous per capita per annum cost being about $8k.
For New Orleans to be habitable, it MUST have a viable school setup.
For New Orleans to remain habitable, it MUST have a qualified population that can meet the challenges ahead.
We need to care for ALL students. But we must not allow dumbing-down to negate the future of New Orleans, nor the state.

You raise some serious issues. Although only a fraction of the schools in N.O. have re-opened, the pace is so rapid now that there should be concern about the quality about just what is being patched together into the temporary, merged "unified" schools that they are currently opening in Orleans Parish, St. Bernard Parish, etc. I'm guessing that most of the newly-opened schools must be located in the unflooded parts of the city, because some of the flood-damaged schools that I have passed in N.O. looked absolutely horrible and will obviously need a LOT of work before being re-opened...
